We did provide a refund.  Since we were not able to complete this project in her desired time-frame, we agreed to cancel the project and provided a 100% refund.

Richard Rogers at LA Web Design charged me upfront for a web design update and failed to complete the work in the timeframe. When he finally responded to my email queries he said he was swamped. I asked for a refund and he never gave me a refund. Be warned. Do not use this company!
